He wears them high because it's the zoot suit style.
What a couple of people have theorized here is that it's possible that he's wearing pants at all, unlike the others, is because... well, you guessed already.
Okay, now that that's clear, we don't have to talk about it anymore. It doesn't help that I'm a 19 year old trying to be gentle on taboo subject that I know well enough, and trying to communicate it to a 13 year old. Makes me feel dangerous or something.

Did anyone use them in their fanfic(s)? I did. I made Slimy like Gary from "Fairly Oddparents" and he had a small gang, his second-in-command being Flasher (who did NOT live up to his name. The only sick thing he did was smell Diz's neck and then pant at her)
