It's more likely the latter- I'm only aware of a few people who keep raccoons as pets spanning across the all websites I'ved searched ever.
Like I mentioned earlier, they live in the area. At one time, I think a family of them moved into our attic. When our dog spotted them on the roof, barking up a storm, we chased them off with a hose. We did that because they can sometimes be dangerous, especially since our cat Koroma is only ten pounds and raccoons can be twice that amount. She's practically fearless, and we don't want to see her get attacked. We used to have raccoons and rats raid the dog food in the backyard. To protect it we put it into a sturdy plastic trash can- and you can see the rats teeth marks on the lid. Luckily they gave up. More recently me and my mom were going home at night after college classes, and lo and behold there were six raccoons in the bushes on campus. They were chewing on some food, possibly flowers or berries, and we stared at them for a moment. They stared back, of course. We went to a park next to the beach recently to see a production of Shakesphere's A Midsummer Night's Dream, and afterward as we went to our cars, there were at least three running around the parking lot amongst the cars. We had a similar staring contest with one of them.
I really wish I could meet a tame one. I can't get close to them in case they bite... but if I could meet a tame one, that'd be great.

I've seen a mysterious creature that looked alot like a fox in Hawaii before!!!

Doing some research, it turns out that Hawaii doesn't have any predators- in fact, I don't think there are any land mammals at all... So my guess is that what you saw was either somebody's loose pet or something that escaped from a zoo. Go figure.
