So we know that 'toons can get work outside of the cartoon studio. After analyzing the movie, I think I've figured out how 'toons could/would have gotten paid for their jobs. I'll try to explain as best as I can.
So first things first. We all know that 'toons are discriminated despite some being quite popular, the Ink and Paint Club, no justice for 'toons, etc. I believe payment would be no exception, their payment would be on the low end of the spectrum, but it gets higher depending on the type of job a 'toon has. I'll be focusing on the year 1940 for now, but here is what I used in case your curious about the other years

Anyways, heres how I think the payment went.
Studio jobs: the job you expect any 'toon to have, and all 'toons get before they get kicked in Downtown Toontown, and the highest paying profession. We know that bosses like R.K Maroon have no problem paying their 'toons peanuts, so I imagine that payment for a 'toon in the studio is still low; why pay them hundreds for a stunt that would critically harm a human when a 'toon would be just dandy? But as Roger said, 'toons may act idiotic, but their not stupid. So payment is probably around $0.50, today, that would be $9.18. I imagine big name 'toons like Mickey Mouse or Bugs Bunny get paid more, but I'm not sure how much.
Any other entertainment based job: we know Jessica does have an acting career with R.K Maroon studios, as she appears in all of the official Baby Herman cartoons in the special edition of WFRR disk (if I'm correct that is, but if not, you can find them on Youtube). But we all know that she does more than that, and with Donald and Daffy playing as pianists in the club. When you see 'toons doing these jobs, it could be to earn a little extra money, or just for fun. Any other form of entertainment profession other than the cartoon business (singing, music, stand up, etc) get paid THE minimum wage at the time, $0.30, which would be $5.51 nowadays.
'Human' jobs: the lowest a 'toon can go before they hit the true rockbottom; jobless, and the fear of 'fading' (at least that's the 'toon superstition...). These jobs are what we see Betty doing in the movie (of course, we know that she grew to be successful despite the bump she hit after colored 'toons came out) and the penguins and octopus in the club, these guys work the jobs you expect humans to work, construction work, waiters/waitress', anything like that. These guys get paid BELOW the minimum wage, and are the most likely to get their checks cut (the other jobs will get their checks cut too, but it's less likely to happen, or doesn't happen as often), getting paid AT MOST $0.15, which is $2.75 today.
And lastly, official Toontown jobs: I imagine with how scared of 'fading' the majority of 'toons are, and with the high demand of cartoons, it's hard to find a 'toon willing to work IN/FOR Toontown, so it's not a matter of there being any work, it's a matter of there being anyone willing to work! So chances are you'd get hired on the spot pretty much, even if you dont qualify. They pay a more fair price, at least $1.30, $23.86 by today's standards.
The 'toons who work in Toontown are often self run businesses. And in the case of the Toon Patrol, 'toons have made their own business outside of Toontown (FYI, I imagine the Toon Patrol to be corrupt cops that humans can hire for 'toon related things)
Now, with 'toons getting paid HUMAN money, I also imagine that 'toons figured out how to exchange human dollars for toonolians, the official 'toon dollar (you can hear it in Eddie's revelation of his brothers death). And thanks to 'toon logic, it's much much MUCH easier for the value of a toonolian to change rather than the dollar, since so many rely on the human dollar to make a living; it takes us awhile to change our dollar value, but for 'toons, the SECOND the dollar value changes, *BOOP* the toonolian is at the same value! No trouble at all!
