You know, his eyes are like saying that he is dizzy. Can anyone tell me why?

It's probably because when he was in the insane asylum, something messed with his eyes and they spin without stopping, even when Psycho is looking normally.

Probably he was shocked when he was a child. Or he has different colored eyes since his birth. There are a lot of versions.

Swirly-eyes are just one way cartoon animators liked to convey that someone is 'crazy'. Same with spiky hair and straight jackets. I mean, his name is Psycho. Think about it. He's just one giant personification (weasel-ification? xD) of a typical... well... psycho.

I think the weasels werent born but had creaters, sort of like on Foster's Home for Imaginary Friends. So I think he had those eyes ever since he was created, or in other words, drawn or animated. Same with all the other weasels. That's what they looked like when they were made.
