Well, think about it- Bonkers and Lucky Piquel = Roger and Eddie. Especially in earlier episodes, the former two act very much like the latter two. It was always going to be fully animated, I think. WAY too expensive to make a weekly show with live action interacting with toons...
That episode made me think about how classic cartoons are so embraced by children, even though they originally made for people the same age as the creators. In my mind a good-natured toon loves children, and so I just don't think it'd be right if they were smooth. Even someone as slick-looking as Mickey. After all, Disneyland's costumed characters have fur texture.

Mickey = Short velvety fur like a real mouse.
At least in my mind that's how it is. XD

That's how I've always imagined it, too. I don't believe he's ever been animated with fur texture of any kind, though... not like that means much.
