Someone once said here that he was born with a cigarette in his mouth, that's hilarious XD
IMHO, perhaps a few things have happened to him over the course of his life, and he turned to smoking to find 'comfort', if that would be the word for it...Also, back during the time this was set, smoking was a lot more common so maybe he just does it for social reasons, and he likes it so much he overblows it.

Yeah, i too always thought it was his "comfort." My father was a chain smoker too and he told me it was a big stress reliever. (and, of course, he told me it wasn't a smart way to find escape, hehe). Once one of my friends told me that the only reason she started smoking was because she was in a rut and horribly deppressed and it was her only escape.

Richard Williams (the animation director on Who Framed Roger Rabbit) who created the weasels probably thought it would be a good character trait.

Guys. His name is Wheezy. It would be weird for someone to wheeze with absolutely no reason to. Richard obviously made him for the purpose of having a smoker in the group. Plus his name rhymes with 'weasel,' so no wonder he named him that.

But there's gotta be a reason why he started smoking to begin with, before he gained his chainsmoking, wheezing disposition. There has to be a story behind his reputation.

Perhaps "Wheezy" is a nickname; there's no indication in the movie whether it is or it isn't. But I just don't see him being "born" that way, because if so, then his smoking habit would be due to his "birth" as opposed to the thoughts of his own brain deciding on its own accord to one day pick up a cigarette and start smoking, and that would seemingly indicate that he'd lack any sort of cognition and a personality that originated within his own self. He may be a toon, but he's still a living thing; he isn't a robot that's programmed to act or be a certain way. That's why i think Wheezy himself created and is responsible for his chainsmoking habits and reputation. But of course, we all have our own theories.

Here is another way to explain what I meant:
Wheezy was "born" as a normal, healthy Toon. Think of Bob from...THAT commercial. Life is all happy with a bright, smiling sun up in the sky. One day, Wheezy decides to "be cool" and smokes a cigarette. Years later, this is our Wheezy.
I can't imagine that. Ever. His characteristics were already a part of him - installed, I guess - as soon as he was drawn and brought to life by magic, fairy dust, whatever.
This is my theory. No one has to agree with me. I'm not forcing you to believe my theory, like how preachers force you to believe that God is in need of money or else we'll be sent to Hell for our sins. Sorry if that offends anyone.
