Maybe they did have their tails docked. I know that tails are vulnerable to damage and the like. Though the stub-tail thing could always just be the artist's own style of that particular animal. Or like Jnt said, it might be because it's easier to draw the characters like that. Hence how when the character goes through different ideas, designs, and gets developed, they generally make them less-detailed, and easier to draw. It saves alot of time while animating; just simple and easier on the frames.

Ya and if you look at the early models of them they went though changes, like there were going too be seven but cut two out and in the pictures there was short weasel which too me implies that it was Smart Ass, cause he looks like the boss as the other weasel were taller then him. IN the original script there were going too be ten weasels looks exactly like the one from Mr. Toad. But they they thought it will be too much so. *um well i'm going on, bottom line it seems they never wanted too draw the tails*
