Might have something to do with the angle of his neck. Psycho's pretty short too.

There was one piece of art in the Roger Rabbit DVD where they showed the gang of weasels and the leader was a short little guy, smaller than the rest.
I suppose that the animators were going to make Smart Guy more tinier than we see right now.
Wouldn't that be a sight! ;D

I'm not sure, but i don't think that he is the shortest.
If he would make is neck straight up, we could see his real size.
In my stories Psycho is the shortest, his neck isn't very long.
Than comes Greasy, he is a latino, most latinos aren't tall.
The third one is Smart Guy, after him follows Wheezy, he mostly stands straight,
and last one is Stupid, he has a very long neck, if he stand straight, he would be very tall.

It's funny, practically everyone seems tall to me (i'm only 5ft, 3in) My mom is like the only adult i know that is shorter. But anyways, i don't think smartass is the shortest. Like some of you guys already mentioned, i think he appears shorter because he tends to hold his neck at an angle, but he really isn't.
