;D Ratigan. He's more interested in being 'evil' then the others - everyone else listed was evil of course, but Ratigan was the criminal who actually just wanted to be evil for evils sake, to gain him fear and respect in the criminal underworld.
It's qouted in his song Worlds Greatest Criminal Mind that he's drowned orphans and widows! And in the movie he kills two of his own lackeys, masterminds some fairly deep complicated plots, kidnaps and attempts to murder a young girl, intimidates
those that he meets with a sense of real criminal style, tries to kill the Queen and become the ruler of Mousedom, is somewhat psychotic while thinly holding onto keeping a gentlemans appearence - need I go on? XD
Stepmother from Cinderella would be next. She's a terrfiying woman to watch on screen. Cruella, Scar and Shere Khan.
Of my own choices I need to point out that I enjoyed the Hun leader in Mulan as well, Shan Yu, purely for screen prescence and ruthlessness. Of course I'm not mentioning some of my favorite villains out there, but for pure evil those go to the top. I may think of others.
