Why didn't his hat dissolve? Does the toon's clothing melt or is it just the toon?

Well It did just floated so it just landed from the dip so I guess it dissolved too.

His hat and everthing he had on had have to dissove it was an acid after all. So it would have eating everthing on top of it the hat and everthing was toon made. So you could call all that being part toon as well like Smartguy.
