That has always been a big debate. ^_^ I personally thinks it's Wheezy talking. It looks like S.A. is growling there.
If he talks there, he talks twice. Because when they are tying up Roger and Jessica in the Acme Factory, he says something like, "C'mon, get on, get on!"
